La Comunidad de Venezolanos en el Exterior respetuosamente solicitamos
a aquellos países que tan cordialmente acordaron constituir el “Grupo
de Países Amigos del Secretario General de la OEA para Venezuela” su
ayuda en asegurar que el gobierno del presidente Hugo Chávez permita
la ejecución del Referéndum Revocatorio, sin manipulaciones de los
tribunales controlados por el Presidente Chávez.
El jueves, 29 de mayo de 2003, después de siete meses de negociaciones
entre los representantes de la oposición y el gobierno, se firmó un
acuerdo histórico. Compartimos la perspectiva del Grupo de Amigos, que
el acuerdo de 19 puntos logrado en Venezuela es el apropiado punto de
inicio para resolver las marcadas diferencias que actualmente dividen
a la sociedad de nuestro país. Sin embargo, el acuerdo no especifica
los medios que se usarán para implementarlo, y el Secretario General
de la OEA declaró el fin de su mandato.
Por lo tanto, nosotros consideramos que es de suma importancia que el
Grupo de Amigos continúe vigilando y promoviendo la ejecución efectiva
de los términos y el espíritu del acuerdo.El patrón histórico de
conducta del régimen del Presidente Hugo Chávez sugiere que se crearán
tácticas dilatorias y artimañas para impedir esta expresión popular
legítima, constitucional y democrática.
Para asegurar que Venezuela se encamine de nuevo por la vía
democrática, nosotros, La Comunidad de Venezolanos en el Exterior,
pedimos que el Grupo de Amigos de Venezuela:
1) Insista en la selección oportuna del Consejo Nacional Electoral
(CNE), para asegurar que las instituciones correspondientes estén
preparadas para recibir y verificar las peticiones de los ciudadanos
venezolanos a llamar a la realización de un referéndum revocatorio y
las subsecuentes elecciones, de acuerdo con la Constitución
venezolana.
2) Insista públicamente que el presidente Hugo Chávez actué conforme a
los términos del acuerdo suscrito, para que el referéndum revocatorio
se lleve a cabo de acuerdo con lo contemplado en la ley orgánica de
sufragio, es decir, 90 días contando a partir de la mitad del período
presidencial, como lo sanciona la Constitución.
3) Insista en la presencia obligatoria de observadores internacionales
como condición para vigilar de cerca el proceso, para asegurar la
imparcialidad y transparencia.
Durante 18 meses, la oposición venezolana ha procurado todas las
soluciones democráticas posibles a la peor crisis política, social y
económica en la historia reciente de Venezuela. El mayor enemigo de
todos estos esfuerzos pacíficos ha sido un gobierno cada vez más
autocrático que ha ganado un poder casi inexpugnable, y lo ha usado
para represar la oposición legal, desacatando y debilitando a
propósito el imperio de la ley, generando un ambiente de impunidad a
los partidarios radicales y extremistas del presidente quienes
fomentan actividades antidemocráticas y a menudo violentas contra los
ciudadanos venezolanos que se congregan pacíficamente para pedirle al
gobierno que remedie sus quejas.
Tememos seriamente que tales violaciones y abusos de poder puedan
conducir a algunos de nuestros frustrados compatriotas a abandonar su
posición democrática y pacífica y a ser provocados por el gobierno y/o
su milicia extraoficial de simpatizantes violentos a participar en una
lucha más radical contra el régimen de Chávez, el cual tiene un récord
de violencia, muertes e irrespeto por la vida y la libertad humana
(como lo han citado las advertencias establecidas por la Comisión
Interamericana de los Derechos Humanos en muchos informes).
Nosotros no apoyamos ni condonamos acciones violentas para derrocar el
gobierno de Chávez. También creemos que la negación del gobierno de
aceptar y acatar un referéndum revocatorio libre y transparente, como
claramente lo indica la Constitución de la República Bolivariana de
Venezuela, podría causar el deterioro del ambiente político
venezolano. El Referéndum Revocatorio simboliza una de las libertades
democráticas más fundamentales: las elecciones. Los venezolanos
queremos ejercer nuestro derecho a destituir o reafirmar a sus
líderes. Estamos desesperados y tememos que este derecho democrático
se nos pueda negar.
La Comunidad de Venezolanos en el Exterior, la comunidad internacional
y específicamente el Grupo de Amigos, el Centro Carter, PNUD y la OEA,
están comprometidos a una resolución pacífica y electoral.
La crisis venezolana es una oportunidad para la comunidad
internacional de demostrar un liderazgo visionario al responder
anticipadamente, en vez de esperar para actuar, como ocurrió en El
Salvador, Nicaragua, entre otros.
Todas nuestras inquietudes concuerdan con el espíritu de la Carta
Interamericana Democrática, así como también con las resoluciones de
la OEA en cuanto a la crisis venezolana.
Confiamos en que su ayuda asegurará que la democracia venezolana se
restituya y, por consiguiente, también se mantenga la relevancia de la
OEA y de la Carta Democrática para las generaciones futuras.

Excellencies,
The Venezuelan Community Abroad respectfully requests that the
countries which have so kindly agreed to constitute the “Group of
Friends of the OAS Secretary General for Venezuela” will help us
insure that the regime of President Hugo Chavez will allow the
implementation of the Recall Referendum, without tricks or
manipulations of the Chavez-controlled courts.
On Thursday, May 29, 2003, after seven months of negotiations between
representatives of the opposition and the government, an Agreement was
signed. We share the view of the Group of Friends, that the 19-point
Agreement reached in Venezuela is a good starting place to resolve the
deep differences that currently divide our country's society.
However, the Agreement does not specify the means that will be used to
implement it, and the General Secretary of the OAS has declared his
mandate finished. We, therefore, consider it to be of great importance
that the Group of Friends continues to monitor and promote the
effective implementation of the terms and spirit of the Agreement.
The Chavez regime's historical pattern of behavior suggests that it
will create delaying tactics and tricks to impede this legitimate,
constitutional and democratic popular expression by the people.
In order to insure that Venezuela is restored on a path to democracy,
we, the Venezuelan Community Abroad, ask that the Group of Friends of
Venezuela:
1) Insist on the opportune selection of the National Electoral Council
(CNE), to insure that the proper institutions will be ready to receive
and review petitions from the Venezuelan citizens to call for a Recall
Referendum and subsequent elections, in accordance with the Venezuelan
Constitution;
2) Publicly insist that President Hugo Chavez will act based on the
terms of the subscribed agreement, so the recall referendum will take
place as contemplated in the “Ley Orgánica del Sufragio”, that is, 90
days counting from the mid point of the current presidential term, as
sanctioned by the Constitution;
3) Insist that international observers must be present as a condition
to closely monitor the process, to insure fairness and transparency,
no tricks;
During 18 long months, Venezuela's opposition has sought all possible
democratic solutions to the worst political, social and economic
crisis in modern Venezuelan history. Their biggest enemy of all these
peaceful efforts has been an increasingly autocratic government that
has gained almost unassailable power and has used that power to
repress the legitimate opposition, disregarding and purposefully
weakening the rule of law, generating an environment of impunity for
radical and fringe supporters of the President who foment anti-democratic
and often violent activities against Venezuelan citizens who assembled
peacefully to petition their government for redress of their
grievances.
We are seriously concerned that such violations and abuses of power
may lead some of our frustrated compatriots to abandon their peaceful
democratic stance and to be provoked or baited by the government and/or
its unofficial militia of violent sympathizers to engage in a more
radical fight against the Chavez regime, which has a record of
violence, murder and disrespect for human life and freedom, as stated
in the warnings established by the Inter-American Commission on Human
Rights.
We do not support nor condone any type of violent acts to overthrow
the Chavez government. We also believe that the government's failure
to accept and to abide by a free and transparent Recall Referendum, as
clearly defined in the Constitution of the Bolivarian Republic of
Venezuela, would cause the deterioration of the political climate in
Venezuela.
The Recall Referendum symbolizes the most fundamental democratic
freedom of all: elections. We Venezuelans want to exercise our right
to revoke or re-elect our leaders. We are in despair and fearful that
even this democratic right may be denied to us and might never happen.
The Venezuelan Community Abroad, the international community, and
specifically the Group of Friends, the Carter Center, PNUD and OAS are
committed to a peaceful and electoral solution.
The Venezuelan crisis is an opportunity for the international
community to demonstrate visionary leadership, by responding
proactively, instead of waiting to act, as occurred in El Salvador,
Nicaragua, among others.
All of our concerns are within the spirit of the Inter-American
Democratic Charter, as well as the OAS resolutions regarding the
Venezuelan crisis.
We trust that your help will insure that Venezuela's democracy will be
restored and, therefore, also maintain the relevancy of the OAS and
the Democratic Charter for future generations.
