The View From Latin America
Ambassador Diego ArriaLatin Americans would say that the world hasn't really changed after 9/11. Persistent problems of poverty, financial crisis and corrupt governmental institutions have kept the region down and in-ward looking. The euphoria evoked by democratic change of the last decade has been replaced by disenchantment. Is Latin America running out of chances?
Despite the current instability in the region, Latin America is not a priority for U.S. Foreign Policy, nor will it be anytime soon. Can South American leaders find homegrown solutions to weakening economies? Can the region regain faith in democratic institutions and free market policies?
Ambassador Arria was recently appointed Special Advisor to the Secretary General of the United Nations. Prior to that, he was the Permanent Representative of Venezuela at the United Nations and President of its Security Council in 1993.
He has been a Visiting Diplomatic Fellow at the Council on Foreign Relations in New York; member of the Board of Directors of the International Peace Academy; of the Advisory Council of the International Center of Ethics and Politics of Brandeis University; of UNILEVER; of The Latin American Advisory Board of the Inter American Dialogue; and Director of The Columbus Group. Ambassador Arria has served as Governor of Caracas; Minister of Information, Minister of Tourism and a Congressman. He is the founding editor of El Diario de Caracas and of the Columbus Group.
Ambassador Arria will be speaking on his personal capacity as Director of the Columbus Group, a non-profit foundation dedicated to promote Latin American Interests.
